The deadline for submitting a proposal has passed. No proposals are being accepted after 5 PM on October 1, 1999.


The Connecticut State Department of Mental Health and Addiction Services (DMHAS) on behalf of the Governor's Office is seeking proposals from qualified applicants to provide services related to The Governor's Prevention Initiative for Youth (State Incentive Grant), a comprehensive substance abuse prevention initiative targeting youth ages 12-17. The goal of the Governor's Prevention Initiative for Youth is to redirect Connecticut's prevention system toward the use of effective, outcome-based prevention programs. The majority of funding will be awarded to proposals that utilize science-based prevention programs that have been identified by the Center for Substance Abuse Prevention (CSAP) as being effective in reducing substance use among youth.

It is anticipated that $2.5 million will be available for these services by December 1, 1999; Funding will be available for three years and is contingent on satisfactory program performance and the availability of federal funds.

An original and six (6) copies of the proposal must be received at the address below no later than 5:00 p.m. (EST) on October 1, 1999:

The RFP is available in Adobe Acrobat's PDF format. To open the file you will need to have Adobe Acrobat Reader, a free web browser plug-in, installed on your computer. Instructions for downloading and installing Acrobat Reader are available from Adobe System's web site. Acrobat Reader is available for PC, Macintosh, and Unix computer platforms.

This will download and save the file onto your computer's hard drive. Some newer versions of Netscape and Microsoft Internet Explorer allow you to view the Acrobat PDF document in your web browser just like a web page. You can simply click on the file to view it.
